Rebate Programs

State Energy Conservation Office (SECO)

The City of Dallas and the North Central Texas Council of Governments (NCTCOG) would like to share with you two upcoming rebate opportunities: the Home Efficiency Rebates (HOMES) and the Home Electrification and Appliance Rebate (HEAR), from the State of Texas Comptroller's State Energy Conservation Office (SECO). SECO partners with local and county governments in Texas, public K-12 schools, higher education institutions, and state agencies to reduce utility costs and improve energy efficiency.

SECO has secured $690 million for Texans to make energy-efficiency improvements for single-family and multi-family homes. SECO is seeking feedback on two of its upcoming rebate programs designed to encourage households to purchase ENERGY STAR® appliances and make whole-home energy improvements that can lower your home's energy bill. Eligible improvements may include appliances, insulation, air sealing, weatherization, and related upgrades. The final list of eligible items and rebate amounts is still under development. These rebates are not yet active, and no contractors have been approved at this time.

SECO is seeking input on how to best implement these programs. Residents, businesses, and organizations are encouraged to provide feedback during public virtual meetings or through topic-based open comment forms.

Background
Authorized by the Inflation Reduction Act of 2022, the Home Efficiency Rebates (HOMES) and Home Electrification and Appliance Rebate (HEAR) programs will support Texas residents in purchasing energy-efficient and beneficial electrification products through rebates. These programs are currently under development and are subject to approval by the U.S. Department of Energy (DOE).

Homeowners, renters, and rental property owners who meet federal and state requirements may qualify. The programs will serve both single-family and multifamily properties. Final eligibility criteria will be confirmed following DOE approval. Both the HOMES and HEAR programs are mandated to allocate a portion of funds to multi-family buildings.​

The HOMES program will offer rebates to encourage households to make whole-home energy saving upgrades. Households across all income levels will be eligible to participate, including single-family homes and multifamily buildings. Rebate amounts up to $8,000 will be based on household income level and the expected energy savings.

The HEAR program will support income-qualified households by providing rebates for specific efficiency-rated electrical appliances and related upgrades. Rebates will be determined based on technology and can range up to $14,000 per household.
